Headquarters

Integrated Waste Management Department Headquarters is located at 320 North Flower Street, Santa Ana, CA 92703. IWMD's office hours are from 8:00 a.m. to 5:00 p.m. Click here to see map.

Operations

The Integrated Waste Management Department of Orange County (IWMD):

•	Owns & operates 3 active landfills, 4 household hazardous waste collection centers (HHWCC) and monitors 10 closed landfills.
•	Administers the Countywide Integrated Waste Management Plan (CIWMP).
•	Administers municipal solid waste collection, recycling, and planning for the County unincorporated area.

Funding

The Integrated Waste Management Department is funded by gate fees (also known as tipping fees). Gate fees are a user fee (per ton disposal charge) set at a level to support the waste management system. Revenue is kept in an Enterprise Fund separate from the County General Fund. No County General Fund tax dollars are used to support the waste management system.

Governance

The Integrated Waste Management Department is governed by the Board of Supervisors. The Waste Management Commission advises the Board of Supervisors and the Integrated Waste Management Department on waste management issues and is designated as the Local Task Force for AB 939 planning and policy direction. The Waste Management Commission is comprised of 18 members. Seventeen voting members are selected by the Board of Supervisors and League of California Cities. The one non-voting member is the Director at the Integrated Waste Management Department.
