Waste Management Commission
Biosolids Standing Committee

PURPOSE: The Waste Management Commission Committee on Biosolids was established as a standing committee in July 2004 to provide oversight on a biosolids composting project proposal jointly submitted to the Integrated Waste Management Department by the South Orange County Wastewater Authority and the Orange County Sanitation District. The Committee on Biosolids will meet on an as-needed basis. Upcoming meeting dates and agendas will be listed below.

PROPOSAL: The South Orange County Wastewater Authority (SOCWA) and the Orange County Sanitation District (OCSD) jointly proposed to construct an enclosed biosolids composting facility at the Prima Deshecha Landfill in San Juan Capistrano. The Waste Management Commission approved the project in concept in July 2004 and recommended the project proponents proceed with further feasibility study. In-depth field investigation and analysis of the suitability of this location is currently underway by SOCWA/OCSD.
